Bookmarkleter is a free software that allows you to create a bookmarklet if you have JavaScript. It provides several options such as URL-encode reserved characters, wrap the bookmarklet in a self-executing function, mangle variables and remove dead code to reduce size, etc. There's a drag link to bookmark bar facility and it requires a modern version of jQuery (≥ 1.7) to work properly.
